Compliance checklist for workforce sharing

Use this checklist to stay aligned with Norwegian HSE and labour leasing regulations when coordinating workforce through Cooperate.

1. HSE card verification

All personnel on Norwegian construction sites must carry an approved HSE card (HMS-kort).

Before confirming an assignment you must verify that every worker has a valid card issued to the employing company and record the verification date.

  • Request a digital copy or card number during the agreement workflow.
  • Keep an auditable record of who verified each card and when.
  • Ensure subcontractors and staffing partners follow the same procedure.

2. Leasing law disclaimer

Norwegian labour leasing is regulated by the Working Environment Act §14-12 and related regulations.

Before borrowing or lending workers you must document the legitimate need, applicable collective agreements, and that wages and working conditions remain equivalent.

  • Confirm the legal basis for temporary staffing and record it in the agreement summary.
  • Share the required leasing declaration with employee representatives when applicable.
  • Inform partners if union consultations are required prior to assignment.

3. Consent and data handling

You must obtain explicit consent or document another lawful basis before sharing worker information through Cooperate.

Consent should cover competence profiles, certifications, assignments, and contact information.

  • Store consent status in the agreements module together with supporting documents.
  • Provide workers with a way to review or withdraw consent and act on requests quickly.
  • Use signed URLs or secure storage for identification documents and certificates.

4. Incident handling and follow-up

Serious HSE incidents or suspected data breaches must be reported to the relevant authorities and to Cooperate within 72 hours.

Keep contact details for safety delegates, HR leads, and compliance officers up to date in your company profile.

  • Suspend listings or assignments if compliance cannot be verified.
  • Review insurance certificates, licenses, and risk assessments before work begins.
